Executive Committee
Robert P. Hopkins, Chair
The Executive Committee meets monthly to review and take action on subjects requiring the attention of the Association’s officers. Positions affecting policy are passed on to the Board of Directors for final passage.


Board of Directors
The Board of Directors meets quarterly to review and take action on the reports of all committees. The Board reviews and takes final action on policy matters and all major areas of interest affecting the Association.


Annual Meeting Committee
Andrew Bianchino and Brian DiSabatino, Co-Chairs
The mission of the Annual Meeting Committee is to develop the program, agenda and schedule for the Association’s most prestigious meeting. The Committee will review locations for the meeting and recommend and help finance speakers for the meeting.


Bid Review Committee
Horace A. Wahl, Jr., Chair
The mission of the Bid Review Committee is to encourage the fair and consistent application of public bidding codes by reviewing and addressing, at the Committee’s discretion, complaints brought to the Committee’s attention by Association members; and to ensure that all contractors, whether or not Association members, are treated fairly by public contracting agencies by intervening with such agency, at the Committee’s discretion, when requested to do so by a contractor.


By-Laws Committee
Richard W. Morse, Chair
The mission of this Committee is to consider all amendments to the by-laws that may be proposed by members or committees, and to insure that the wording of proposed amendments is such that, should passage occur, the intent will be carried out. This committee will make recommendations to the Board for or against adoption of proposed amendments
It is also the purpose of this Committee to offer interpretations of the by-laws to the Board as they pertain to activities and procedures of DCA, and to bring to the attention of the Board any instances in which the Committee believes the organization may not be functioning in accordance with its by-laws.


Civic Affairs Construction Council
Joseph M. Julian, Chair
The mission of the Council is dedicated to the protection, preservation and furtherance of the private enterprise system and, in particular, to the protection and advancement under law of the commercial, heavy, highway, industrial, institutional and utility segments of the construction industry in Delaware. To fulfill these objectives, funds may be solicited and received and the Council may expend those monies to assist, by means of direct financial contributions, candidates for public office who, it is believed by the Council, are in general agreement with the objectives of the Council.


DCA-DelDOT Liason Committee
Leonard Iacono, Chair
The mission of the DCA/DelDOT Liaison Committee is to enhance the working relationship between the construction community and DelDOT. The Committee pursues the resolution of inefficient and unreasonable DelDOT procedures and policies to improve the way the highway construction industry does business with the Department. The Committee also works with DelDOT to develop new procedures and policies which satisfy the needs of the Department, the industry and the traveling public.


DCA-NCC Liason Committee
Nash M. Childs, Chair
The mission of this Committee is to establish and maintain on-going communication and regularly scheduled meetings with the New Castle County Executive Office and the Department Managers for the purpose of addressing topics of concern in order to advance the level of quality, value and timeliness of construction services, land use and development for the benefit of the people and businesses of New Castle County.
- Obtain commitment from NCC Executive Office for committee and regular meetings.
- Recruit committee members.
- Determine agenda and frequency of meetings.
- Execute plan.


DCA Scholarship Trust
Francis R. Julian, Chair
The mission of the DCA Scholarship Trust is to encourage the Association’s members’ employees and their dependents to pursue post-secondary education courses of study that relate to the construction industry by making available four and two year academic scholarships to aforesaid employees and dependents who undertake such post-secondary education. The Board of Trustees of the Scholarship Trust oversees the administration of the Trust and assists DCA staff in soliciting applications from the Association’s members. The Board of Trustees will review the applications and award the scholarships. The goal of the Scholarship Trust is to provide each scholarship recipient a $1,000.00 grant for each of the four (4) or two (2) years and to award four (4) scholarships per year, but the actual number of scholarships awarded each year will be determined by the finances of the Trust.

Education and Workforce Development Committee

The mission of this Committee is to plan, prepare, choose and implement programs of educational benefit to participants in the local construction industry, to promote careers in construction and to serve as a training and information resource for our members.

Finance Committee
Gregory Pappas, Chair
The mission of the DCA Finance Committee is to ensure the organization’s financial health by monitoring revenues, expenditures, debts, investment performance and accounting procedures and to guide DCA’s staff regarding the provision of financial reports required by the Association’s Executive Committee and Board of Directors. The Committee will make recommendations to the Executive Committee and Board of Directors regarding any changes in financial or investment policy and procedures that it regards as beneficial to the Association’s financial well being.


Human Resources
Joyce A. Ackerman and Phil Immediato, Co-Chairs
This Committee is dedicated to the issues important to the Human Resources and Personnel professionals of DCA member firms, enabling DCA members and staff to share information and to seek mutual assistance in a convenient and efficient manner.


Labor Committee
E. Andrew DiSabatino, Jr., Chair
The primary purpose of the Labor Committee is to oversee and conduct labor negotiations, select negotiating teams, and make recommendations to the Board of Directors.
Secondarily, it is important that this Committee establish liaisons with other contractor and user groups, with the overall goal of improving the competitive position of the contractor members of the Association.


Legislative Action Committee
Carl V. Marenco, Chair
The mission of the Legislative Action Committee (LAC) is to advise the Executive Committee on governmental issues affecting the Association and the industry. The LAC, along with DCA staff, will develop and pursue the adoption of legislation and regulations that will benefit the industry. The LAC will assist the Government Relations Director by lobbying governmental agencies on an as needed basis.


Marketing and Public Relations Committee

The mission of this Committee is to develop and update as necessary a marketing and public relations program which will assist the Association in membership development and retention, and help the construction industry and the Association maintain and improve its image to the users of construction and the general public.


Membership Development Committee
Mark P. Rizzo, Chair
The mission of the Membership Development Committee is to increase the three categories of DCA membership – General Contractors/Construction Managers, Specialty Contractors, and Associates – through an aggressive retention plan and an equally aggressive recruitment plan. Our goal is to grow the membership by 10% annually.
The steps we shall follow are:
Include this goal in the performance evaluations for staff with recruitment and retention responsibilities.
Target a group of potential members on a quarterly basis. Staff shall research the potential members and the Committee shall support their efforts.
Monitor the Marketing Committee goals to ensure that it includes promotion of membership benefits to existing members as well as a targeted group of non-members. The timing of their promotions should correspond with our outreach efforts.
Ensure that staff is providing a continuous forum for feedback through membership application, surveys, face-to-face meetings, and exit interviews, so that we understand why members join, what they perceive as our benefits, and why they leave. The Committee should review this feedback quarterly.
The Committee shall be involved with a “Bring A Member” program to encourage non-active members to attend events.


Planning Committee - Building

The mission of the Planning Committee—Building is to review the Association’s headquarters to make certain that it is adequately maintained in accordance with industry standards. The Committee will make recommendations and work with the Executive Vice President to see that the building is properly maintained for the use of our members.


Safety, Health & Environmental Committee
Leonard Brooks, Richard P. DiSabatino, Jr., and Brian Phillips, Co-Chairs
The mission of this Committee is to promote safe practices and standards on all job sites throughout the State of Delaware, and to:
- Educate our members and their employees in the applicable OSHA standards.
- Communicate to our members on upcoming or revised standards and/or regulations.
- Assist our members and guide them in the proper direction when challenged by State and/or Federal agencies.
- Continue to be the voice for all of our members by communicating with the appropriate political representatives any legislative issues that could have adverse affects within the construction industry.


Technology Committee
John A. Wheeler, Chair
The mission of the Technology Committee is to ensure that the technology of the Association is current, efficient and available to the DCA members. The Committee, along with DCA staff, will develop and pursue the adoption of a technology plan. This will include the evaluation of current systems and suggestions for the implementation of innovative technology. The Committee will also provide resources to the membership in the form of current technology news and training.


Trade Show Committee
Keith Baker, Chair
The mission of the Trade Show Committee is to plan, organize and run the annual Trade Show in a way which best promotes the local construction industry, construction industry partners, and the Delaware Contractors Association. In addition, the Trade Show Committee also plans and runs the Operator’s Rodeo and Silent Auction, which are held in conjunction with the annual show. Our primary goals are to present an environment which best allows companies to advertise and promote their products and services and to serve as a revenue source for the DCA.


Young Executives Committee
Andrew DiSabatino, III and Tom Atkinson, Co-Chairs
The mission of the Young Executives Committee of the Delaware Contractors Association is to provide activities to promote the active involvement of the Association’s future leadership in the construction industry and the Delaware community.
The Committee strives to organize activities that allow the members to interact and exchange ideas with their peers and build strong personal and business relationships within their industry.
